NOTICE OF TAX RATIFICATION ELECTION
THE STATE OF TEXAS COUNTY OF NAVARRO
RICE INDEPENDENT SCHOOL DISTRICT
TO THE RESIDENT QUALIFIED ELECTORS OF THE RICE INDEPENDENT SCHOOL DISTRICT:
TAKE NOTICE that an election will be held in the
RICE INDEPENDENT SCHOOL DISTRICT
on the 13th day of May, 2017, in accordance with an order adopted by the Board of Trustees which is a part of this notice for all purposes and reads as follows: AN ORDER calling a tax ratification election to be held in the Rice Independent School District, making provision for the conduct of the election and resolving other matters incident and related to such election WHEREAS, the Board of Trustees of the Rice Independent School District hereby finds a tax ratification election shall be held under the provisions of Texas Tax Code, Chapter 26, as amended; now, therefore,
BE IT ORDERED BY THE BOARD OF TRUSTEES OF THE RICE INDEPENDENT SCHOOL DISTRICT:
SECTION 1: An election shall be held on the 13th day of May, 2017, in the Rice Independent School District (the "District"), which date is not less than thirty (30) days from the date of adoption hereof for the purpose of submitting the following measure: "Shall the Board of Trustees of the Rice Independent School District be authorized to levy, pursuant to an order of such Board adopted on April 11, 2017, an ad valorem tax rate of $1.6265 per $100 of the taxable assessed valuation of property within the Rice Independent School District for the current tax year, being a rate that is com prised of a maintenance and operations tax rate of $1.17 per $100 of such taxable assessed valuation (the legal maximum for such rate under current Texas law, and the maximum rate for maintenance and operations for which the District may, if now approved by the District’s electorate at this Election, levy in each year hereafter, being then subject only to annual Board approval) and a debt service tax rate of $0.4565 per $100 of such taxable assessed value (an amount that is set annually by the Board), which combined tax rate of $1.6265 adopted by the Board on April 11, 2017 represents an increase of $0.28996 per $100 of such taxable assessed valuation when compared to the prior year’s total tax rate and is $0.13 higher per $100 of such taxable assessed valuation than the school district rollback tax rate for the current tax year, calculated pursuant to Section 26.08, as amended, Texas Tax Code?"
SECTION 2: In accordance with the provisions of a contract for election services (the Contract) with the Navarro County Elections Administrator, the location, dates and times for early voting for this election shall be as shown in Exhibit A, which is attached hereto and incorporated herein by reference as a part hereof for all purposes. Danda Parker, Navarro County Elections Administrator, is hereby appointed early voting clerk and shall appoint and designate deputy clerks for early voting in accordance with the Contract.: For purposes of processing ballots cast in early voting, the election officers for the early voting ballot board for this election shall be appointed and designated in accordance with the provisions of the Contract.
SECTION 3: In accordance with the provisions of the Contract, the entire District shall constitute one election precinct for this election and the Rice City Hall, 205 E. Calhoun, Rice, Texas, is hereby designated the polling place. The election officers for such polling place and the maximum number of clerks shall be determined and appointed in accordance with the provisions of the Contract. On election day, the polls shall be open from 7:00 a.m. to 7:00 p.m.
SECTION 4:A voting system or systems meeting the standards and requirements of the Texas Election Code, as amended, is hereby adopted and approved for early voting by personal appearance and by mail and for election day voting. Ballots shall be prepared in accordance with the applicable provisions of the Election Code so the voters may cast their ballots either FOR or AGAINST the aforesaid measure which shall appear on the ballot substantially as follows: APPROVING THE AD VALOREM TAX RATE OF $1.6265 PER $100 VALUATION IN THE RICE INDEPENDENT SCHOOL DISTRICT FOR THE CURRENT YEAR, A RATE THAT IS $0.13 HIGHER PER $100 VALUATION THAN THE SCHOOL DISTRICT ROLLBACK TAX RATE, FOR THE PURPOSE OF INCREASING REVENUE FOR CAPITAL AND MAINTENANCE AND OPERATIONS
SECTION 5: All resident qualified electors of the District shall be permitted to vote at said election. This election shall be held and conducted in accor- dance with the Texas Election Code, except as modified by the provisions of the Texas Education Code, and to the extent required by law, all election materials and proceedings shall be printed in both English and Spanish. SECTION 6: A substantial copy of this order shall serve as proper notice of said election. Said notice shall be (i) published at least one time not more than thirty (30) days or less than ten (10) days before the day of the election in a newspaper of general circulation in the District and (ii) posted not later than the 21st day before the election and remain posted continuously through election day on the bulletin board used for the posting of notices of meetings of the Board of Trustees of the District. SECTION 7: Should any information contained in this Order change following the adoption hereof, the Superintendent of Schools or his designee, is hereby authorized to correct, modify or change the information in this Order based upon the final locations, dates and times determined.

Early voting for this election shall begin on Wednesday, April 26, 2017 and end on Tuesday, May 9, 2017, and the dates and hours designated for early voting by personal appearance shall be as set forth below:
